County Executive Meyer announces new security measures at Carousel Park

New Castle, DE – New Castle County Executive Matt Meyer announced additional security tactics at Carousel Park to increase safety for animals and patrons at the park.


“After consultation with New Castle County police and Carousel Park staff, I am pleased to announce additional security measures to create a more safe and secure place for our animals,” said County Executive Meyer. “These additional measures will make it more difficult to access the park after hours as well as make it easier to identify trespassers who enter the park after hours. I am thankful for the hard work of the New Castle County Police for investigating these crimes against our horses and park workers who helped quickly identify the abuse of our animals.”


The initial security steps taken in the near future include:

  • Additional signage at major entrances to the park
  • Audit of existing camera locations to determine if any can be relocated for greater coverage
  • Installation of temporary bar-gate at main entrance to Carousel Park
  • Installation of additional lighting on the property
  • Use of panic button app for park staff

New Castle County Parks will also consider larger capital improvements, which may include:

  • Additional cameras throughout park property
  • Replacement of existing cameras to transition cameras for improved day/night image quality
  • Redesign of main entrance (permanent gate feature, new park signage)
  • Installation of removable bollards (posts) on perimeter path to keep unauthorized vehicles from entering

The Carousel Park and Equestrian Center is located on 217 acres of New Castle County parkland and features a bark park, park and walking trails, an equestrian cross country course, and is home to the New Castle County Police Mounted Patrol Unit.
