The DEPARTMENT OF LAND USE AND PLANNING BOARD of New Castle County will hold a public hearing on Tuesday, November 5, 2019, in the Multi-Purpose Room of the Gilliam Building, 67 Reads Way, New Castle, DE, beginning at 7 p.m. to consider the following applications.  The order in which the applications are listed is subject to change.

App. 2019-0223-S. South side of Old County Road, 1,700 feet west of Glasgow Avenue. Exploratory Major Land Development Plan, and PLUS Review for Harmony at Glasgow Senior Living proposes to subdivide parcel 11-031.00-100 into two lots, construct a 200,000 s.f. assisted living facility and associated site improvements. S Zoning. CD 6. Pencader Hundred. (T.P. 11-031.00-100)

North of Strawberry Lane and St. George’s Hundred, East of Middletown Warwick Road. This is a County Initiated rezoning for Clay Farm to permit a subdivision of up to 4 lots on smaller acreage in accordance with the New Castle County Farmland Preservation Program that permits up to 4 parcels to be subdivided for residential use. Ord. 19-079 will rezone 176.21 acres from CR to SR and amend the 2012 Comprehensive Development Plan consistent therewith. CR. CD 6. Appoquinimink Hundred. (T.P. 14-010.00-020 and 13-026.00-028)

App. 2019-0541-Z. North side of Silverside Road, South side of Wilmont Drive This is a County Initiated rezoning at 3203 Silverside Road of 0.35 acres from Neighborhood Conservation (NC-15) to Neighborhood Conservation (NC-15) with a Historic Overlay (H). Ord. 19-088 will rezone 0.35 acres from Neighborhood Conservation (NC-15) to Neighborhood Conservation (NC-15) with a Historic Overlay (H). NC-15. CD 2. Brandywine Hundred. (T.P. 06-052.00-232)

App. 2019-0538-T. Text amendment to amend Chapter 40, Article 22 (“Drainage, Utilities, Septic Systems, Parking, Loading, And Lighting”) regarding the subdivision of land zoned Suburban (S) and Suburban Reserve (SR) with on-site wastewater treatment (septic) systemsOrd. 19-078 is a text amendment to amend Article 22 of the Unified Development Code to regarding the subdivision of land in the Suburban (S) and Suburban Reserve (SR) zoning districts with on-site wastewater treatment (septic) systems.

Considerations of rezonings may include zones other than those specified in the ordinances, and considerations for all other applications, including text amendments, may include changes other than those specified or requested in the proposals.  Time limitations will be imposed on speakers.  Information on all applications is available for public review in the Land Use Department, New Castle County Government Center, 87 Reads Way, Corporate Commons, New Castle, DE, from 8:00 A.M. to 4:00 P.M., Monday through Friday.
