RT 40 & SR 896 Glasgow Park Impacts

Beginning Summer 2023, DelDOT is proposing an improvements project to the intersection of Rt40 and SR896 that will result in changes made to sections of Glasgow Park impacting use of the park. These changes will include:

  1. The western park entrance will be converted to a full signalized entrance.
  2. The western park entrance will be closed for approximately 28 days. The main park entrance will remain open.
  3. The Glasgow Park loop trail will be realigned at the western entrance, and a portion of the trail will be closed for two days.
  4. A temporary construction easement will be obtained from the park for this work.
  5. The anticipated construction start date is Summer 2023 (funding dependent).

The purpose of the US 40/SR 896 Improvements Project is to improve the safety and traffic operations of the US 40 and SR 896 intersection in order to maintain mobility for both local and through traffic. As part of this project, improvements will be made at Glasgow Park, a Section 4(f) property.

Section 4(f) of the U.S. Department of Transportation Act of 1966 provides for the protection of publicly owned parks, recreation areas, and historic sites. Proposed improvements to Glasgow Park as part of this project include pedestrian and vehicular improvements at the western entrance. DelDOT is proposing pedestrian detours at the western entrance in order to minimize impacts to Glasgow Park and to maintain access to the loop trail during construction. DelDOT is notifying the public that it will request that the Federal Highway Administration make. a de minimis (or minor) impact finding in accordance with Section 4(f). With this, the public is afforded the opportunity to provide comments on impacts to Glasgow Park and the proposed de minimis finding. Comments or questions may be submitted to DelDOT using the contact information below during the four week comment period; the comment deadline is June 11, 2021.
